My choice will be number one. It's more likely a training vessel given that it was built some 20 years ago. Normally, the US and ships have a life span of 40-50 years. The Russian ships have a lower life cycle say 30 years. So there is not a lot of active service year remaining. IMHO, it's not worth equiped the ship with so many stuff. It does have some value in terms of training.
